Type of services provided |
The
institutional pillar of the INOGATE Programme aimed at the development
of an institutional framework for the establishment of interstate
oil and natural gas transportation networks in the above states,
in order for their hydrocarbon production to be marketed in
Europe. Following discussions and negotiations during several
rounds of visits to these states and 4 major workshops in Europe,
the project culminated in the signature of the "INOGATE
Umbrella Agreement" setting out the principles of their
co-operation in the field and describing the appropriate common
structures to be used for such transportation and for related
infrastructure projects. The INOGATE Umbrella Agreement has
been signed by 19 states and is currently in force. The Agreement
has met with the approval of the financing community as well
as the petroleum industry. The project also included the compilation
of extensive country reports covering economic, legal and structural
aspects as well a major training component, most notably a reference
book in english and russian setting out all the necessary notions
and model documentation required for hydrocarbon transportation. |

legal and institutional information and compilation of country
reports
- Training of key personnel through workshops, an internet
website and a custom-made reference book in english and

on the basis of financial, legal and technical criteria
- Drafting and negotiation of institutional and contractual
documents on interstate and commercial levels regarding
the project structuring of the the Trans-caucasian Multimodal
Oil Transportation System

Type of services provided |
The
project aimed at the harmonisation of the Romanian legislation
and administrative practice in the energy sector with the EU
legislation and the international commitments of Romania (Energy
Charter Treaty, INOGATE Umbrella Agreement etc.). Following
close co-operation with all interested parties (including regulatory
authorities, several ministries, IFIs and energy-sector enterprises),
a workshop was held in Bucharest culminating in a comprehensive
report and draft legislative texts. The project was acknowledged
by the beneficiaries as one of the most successful PHARE projects
to date. The project also directly supported the initial institutional
development of the Constanta - Omisalij pipeline, through the
provision of legal support prior and during several meetings
and the drafting of related texts. |

EU-Ukraine Joint Experts Working Group (JEWG) has been formed
to propose measures for the reform of the natural gas transit
system of Ukraine in order to achieve the rehabilitation required
for the reliable function of the network in the mid- to long-term
future. |
